EARS identifies students with special needs and refers them to relevant educational programmes. These services are provided by Educational and Resource Centers (EARCs), which are available in all districts. These 72 Centres play an important role in beginning new units and facilitating integrated programmes throughout the country.

The Ministry of Education, Science and Technology lists the following responsibilities for the EARCs:

*Identification and assessment

*Guidance and counseling for parents of children with special needs

*Running courses for parents of children with special needs

*Establishment of special needs units (special class) in regular schools

*Making referrals of children with special needs to special schools, units, integrated prorammes or for medical examination and treatment

*Running seminars for teachers handling children with special needs, field officers, local administrators, health and social workers

*Provision of hearing aids

*Collection of information that forms the basis for central planning and special needs education survey research
